The Twentieth Judicial District Commission on Judicial Performance unanimously recommends that Judge David A. Archuleta BE RETAINED.

The Commission reviewed survey evaluations of Judge Archuleta from attorneys and non-attorneys who have been in his courtroom, including written comments attached to the questionnaires. The Commission also relied upon the Judge’s written self-evaluation, a personal interview with the Judge, observation of the Judge in his courtroom, and input from the public.

Judge Archuleta was appointed to the Boulder County Court bench in June 1999. Prior to his appointment, Judge Archuleta served as Deputy District Attorney for the 20th Judicial District (Boulder County) from 1990 to 1999. He also worked for a short time in private practice. Judge Archuleta, a Colorado native, was raised in Boulder, and received his law degree from the University of Colorado in 1989.

Judge Archuleta is currently assigned to the Boulder Courthouse and has previously served two years as County Judge in Longmont. His current caseload involves misdemeanors, traffic offenses and preliminary matters involving felony charges. His Court also handles civil matters where the amount in dispute does not exceed $15,000.
Judge Archuleta believes that professional and community services are an important part of his role as a judicial officer. To fulfill this role he is the current President of the Colorado Trial Judges’ Council, Vice President of the Colorado County Judges’ Association, and a Board member of the Colorado Hispanic Bar Association. He has also mentored other judges and been a member of the Access to Justice Committee for the 20th Judicial District.

Judge Archuleta received high ratings in all categories from both attorneys and non-attorneys responding to the survey, particularly in the area of communicating clearly, thoroughly and understandably. The Commission was positively impressed with the Judge’s professionalism and courtesy. He treats all parties fairly and with respect, maintains proper judicial temperament in the courtroom, is knowledgeable in the law, is consistent, and performs with diligence and efficiency. Some attorneys surveyed believed that the judge shows some bias toward the prosecution. The Commission, however, believes that the Judge has made great improvement in demonstrating impartiality, and the commission does not have any significant concern in this area.

Survey results indicated that 95% of attorneys and 89% of non-attorneys recommended “strongly” or “somewhat” that Judge Archuleta be retained.
