The Seventeenth Judicial District Commission on Judicial Performance unanimously recommends that Judge Mark D. Warner BE RETAINED.
Judge Warner graduated in 1981 from Iowa State University with a Bachelor of Arts in Political Science, and obtained his Juris Doctor in 1990 from the University Of Denver College Of Law, where he graduated with honors. Before being appointed to the Adams County bench in September 2005, Judge Warner served as the Chief Trial Deputy supervising felony prosecution court division and Complex Crimes Prosecution Unit. His duties included supervision of five felony prosecutors and handling a criminal docket and trial litigation. He has also supervised the Diversion Program in the Broomfield District Attorney's Satellite Office and served as the Legal Advisor to VALE Board and Legal Advisor to Victim Compensation Board.From 1991 to 1992, Judge Warner worked as a defense attorney for the firm of Lozow, Lozow & Elliott. His duties there were general law practice with an emphasis on criminal defense litigation. Prior to becoming an attorney, Judge Warner was a police detective for the City of Thornton, assigned to the Special Investigations Unit handling complex investigations and drug investigations, crimes against persons and crimes against property.
Judge Warner is currently assigned to the Domestic Relations Division his case load consists of 99.5% Domestic Relations and .5% Juvenile.
The Commission reviewed written evaluations of Judge Warner from both attorneys and non-attorneys responding to a professionally conducted survey. He received above average ratings from attorneys and average ratings for non-attorneys. Of the attorneys responding to the survey 89% strongly recommended he be retained, 5% strongly recommended he not be retained. Of the non-attorneys responding 57% strongly recommended retention, 29% strongly recommended non-retention. The Commission points out that the non-attorneys sample was very small and appeared to consist of litigants only. Further, the Commission conducted a personal interview with the Judge and was impressed with his commitment to learn from the survey information and maintain his high judicial standards.
Judge Warner feels earnestly about the importance of community service. Prior to and since being appointed he has been involved with Adams County Access to Justice Committee, Adams County Early Neutral Evaluation Committee, and the Colorado Bar Association Family Court Task Force Subcommittee. The Commission unanimously recommends that Judge Mark Warner BE RETAINED.
