The Thirteenth Judicial District Commission on Judicial Performance recommends by a unanimous vote that Judge Douglas R.. Vannoy BE RETAINED.
Background: Judge Vannoy was appointed to the Thirteenth Judicial District Court bench in 1988. He received a Bachelor of Arts degree in history from Colorado State University in 1973 and a Juris Doctor degree from the University of Denver College of Law in 1976. He was in private practice of law prior to his judicial appointment.
Judge Vannoy’s community service interest and activities include teaching continuing legal education to local attorneys and at state judicial conferences, and conducting mock trials for local elementary school students. For the past two years he has served on the Commission for Judicial Discipline, currently serving as Vice-chairperson. He also serves on a Colorado Supreme Court Committee charged with preparing a revised and updated version of the Colorado Code of Judicial Discipline.
Judge Vannoy is based in Fort Morgan, but hears cases in the seven counties in the judicial district. His caseload covers the entire range of cases which come before the district court, including civil, domestic relations, felony and juvenile cases.
Strengths: Attorneys and non-attorneys who responded to survey questions rated Judge Vannoy above average overall in every aspect of judicial performance addressed in the survey. Survey comments by attorneys predominantly commend his knowledge of the law. Comments by both attorneys and non-attorneys indicated that he is very effective in keeping Court hearings under control with fairness to all parties.
Weaknesses: Comments note a tendency to be impatient at times, however, this is often in relation to parties or attorneys who may be unprepared or pursuing irrelevant matters.
Recommendation: 85% of attorneys surveyed and 67% of non-attorneys strongly recommended that Judge Vannoy be retained in office. Overall, 6% of attorneys and 12% of non-attorneys recommended that he not be retained, while 93% of attorneys and 81% of non-attorneys surveyed recommended he be retained.
