Judge Vannoy was appointed to the Thirteenth Judicial District Court Bench in 1988 and has served in a full-time capacity for 8 years. He is based in Fort Morgan. He hears the entire range of cases that come before the district court, including civil, domestic relations, felony and criminal misdemeanor and juvenile cases. Judge Vannoy covers cases in the seven counties of the judicial district, as well as cases heard on an as-needed basis in other judicial districts.
Evaluations received from attorney, courthouse personnel, jurors, and law enforcement personnel consistently rated Judge Vannoy highly capable. From an in-person interview with Judge Vannoy, the Commission finds him to be dedicated to helping people settle disputes, both in and out of the courtroom. He expressed his concern with balancing judicial efficiency needed for crowded court dockets with the care required for complex cases and his written decisions.
