Judge Vannoy passed the bar in 1976. From then until his appointment to the bench in 1988, he was in private practice in Fort Morgan. Vannoy was appointed a District Court judge in July 1988.
Vannoy handles primarily felony and misdemeanor criminal cases, civil cases where the amount in controversy does exceed $5,000, divorce and child custody cases, juvenile proceedings and probate cases.
He received universally high marks from surveyed attorneys. Other groups surveyed indicated similar opinions of Vannoy, though law enforcement ratings were substantially lower than other groups. However, only three surveys concerning Vannoy were received from law enforcement personnel.
The commission found Vannoy to be an enthusiastic and thoughtful judge who is involved in his community and is willing to attempt and innovative programs to solve the problems of the people who appear before him. He also displays a sense of fairness to those who appear before him and displays a keen awareness for organization in his position.
