The Nineteenth Judicial District Commission on Judicial Performance unanimously recommends that Judge Charles S. Unfug BE RETAINED.
Judge Unfug was appointed as a Combined Court Magistrate (both district and county court) in March of 1998 and to the County Court in December of 2002. Prior to taking the bench, Judge Unfug was an attorney in private practice for 20 years. During the past two years, he has presided over civil, traffic and misdemeanor (including domestic violence) cases.
He engages in community service which he believes keeps him in touch with the citizens of Weld County. He is involved in multiple civic organizations that help the youth as well as the disadvantaged in the community. He recently received the Melvin Jones Fellowship Award for dedicated humanitarian services.
The Judge is committed to administering justice fairly and promptly. He believes in holding people responsible and accountable for their actions. He feels that excusing repeated violations does not serve public safety nor give offenders any incentive to rehabilitate.
The Commission reviewed written evaluations of Judge Unfug from attorneys and non-attorneys including written verbatim comments attached to the evaluation questionnaires. The Commission also considered a self-evaluation completed by Judge Unfug and conducted a personal interview. The Commission expressed some concern that all scores in the area of “Application and Knowledge of Law” from the attorney evaluations were lower than all county and trial judges’ scores. The surveys indicated that Judge Unfug demonstrates a weakness in knowledge of law.
Attorney questionnaires received by the Commission rate Judge Unfug lower than all county and district trial judges in Colorado for each of the five categories surveyed, including his overall performance. Of the non-attorney responses received, 93 percent voted to retain; of the attorney responses received, 86 percent voted to retain.
