It is the opinion of the Fourth Judicial District Commission on Judicial Performance that Judge D. Richard Toth should BE RETAINED.

Judge D. Richard Toth was appointed to the El Paso County District Court on July 1, 1987. He is also the presiding juvenile judge and serves the adult criminal court as well.

After graduating from Colorado College in 1968, Judge Toth was employed as a VISTA volunteer for Pikes Peak Legal Services, for which he later served as that organization’s staff attorney. Further, he was the El Paso County Juvenile Court Commissioner and a county court judge prior to his present appointment.

Among all the attorney participants 85% recommended retention of Judge Toth, while 100% of the law enforcement personnel and 96% of the jurors were of the opinion that Judge Toth should be retained.
