The Eighteenth Judicial District Commission on Judicial Performance unanimously recommends that Judge Robert C. Tobias BE RETAINED.
Judge Tobias has served as a Arapahoe County Court Judge from April 1995 to the present. Previously, he was in private practice specializing in criminal law and domestic relations matters. His assignments as a County Court Judge have included the felony division for arraignments and preliminary hearings and a general jurisdiction county court assignment.
Judge Tobias received his undergraduate degree in history and government from the University of Arizona in 1968. He attended law school at the University of Denver and received his degree in 1971. Prior to his service on the bench, Judge Tobias practiced criminal law, domestic relations and landlord/tenant law. His present docket is primarily traffic and misdemeanors.
The Commission conducted extensive research in making this recommendation, including its use of surveys conducted on the judge, interviews with people involved in the courtroom, and personal observations in the courtroom.
The comments in the written evaluations were generally positive from both attorneys and non-attorneys. He received comments such as "honest", “fair” and "respectful". He rated higher than average in promptly making rulings during trials and overall communications.
Of those responding to the survey, 92% of non-attorneys and 95% of attorneys recommended to retain Judge Tobias; 9% of non-attorneys and 5% of attorneys recommended not to retain. The people interviewed also recommended his retention.
The Commission finds that Judge Tobias is an outstanding judge and should be retained.
