The Fifteenth Judicial District Commission on Judicial Performance recommends by a unanimous vote of 10-0 that Judge Douglas Tallman BE RETAINED.

Judge Tallman was appointed to the District Court bench on January 13, 2003. Before serving as a District Court judge, Judge Tallman served as both a County Judge and Municipal Judge for 16 years. Following his graduation from the University of Denver Law School in 1973, and prior to taking the bench, Judge Tallman was the owner/operator of the family farm and ranch located in both Cheyenne and Kiowa counties.

Judge Tallman believes that it is important to be involved in one’s community and that positive involvement and service helps promote public confidence in the judicial system. In support of this belief, Judge Tallman is involved in various service organizations including Prairie View Health Resources in Cheyenne County, Lamar Hospice and the Lamar Community Recreation Center. While a county judge, Judge Tallman also served on various FSA committees and the NRCS conservation board. Finally, Judge Tallman helps to educate the public and increase confidence in the judiciary branch of government through lectures in the local high school government classes.

The Fifteenth Judicial Commission found Judge Tallman to be a very fair and impartial judge. In evaluating Judge Tallman, the commission reviewed the following material: his self evaluation, a performance survey that included the thoughts and opinions of attorneys and non-attorneys, and open caseload data. Members of the Commission personally observed Judge Tallman while on the bench. Following the review of this material, the Commission personally interviewed Judge Tallman.

The attorney questionnaires that were returned as part of the performance survey were extremely positive with 100% recommending that Judge Tallman be retained. Among the attorneys, Judge Tallman was given high marks across the board, but they were particularly complimentary of his ability to communicate, his demeanor, and his diligence. Of the non-attorney surveys returned for Judge Tallman, 62% of respondents recommended retention, 23% recommended that he not be retained, and 15% were undecided. Among non-attorneys, Judge Tallman was given the highest marks for his ability to communicate. Also notable were the number of written comments submitted that noted his fairness and impartiality.

Finally, the Commission found Judge Tallman to be very open and candid in his self evaluation and during the personal interview. Judge Tallman makes every effort to be prepared for each case and treats every individual before the Court with respect and as if their case is the most important.
