Judge Sullivan was admitted to the Oklahoma Bar in 1957 and the Colorado Bar in 1958, after receiving his law degree at the University of Colorado. He practiced law in Denver from 1958 until 1965 and was in private practice in Fort Collins from 1965 until 1976, when he was appointed to the District Court bench.
Sullivan serves as Chief Judge of the Eighth Judicial District and handles general and criminal cases and is the judge responsible all juvenile and probate matters. Sullivan handles approximately 1,000 to 1,500 cases per year.
Some people who responded to the survey felt Sullivan is often unpredictable and his decisions are legislative at times; many expressed an opinion of bias by the judge. Respondents frequently complimented Sullivan for his courtroom demeanor and legal reasoning.
