The Fifteenth Judicial District Commission on Judicial Performance recommends that Judge Larry Eugene Stutler BE RETAINED, by a unanimous vote of 10 to 0.
Judge Stutler was appointed to the Prowers County Court bench on November 1, 1995. Prior to his appointment to the bench, Judge Stutler was a Lamar attorney in private practice focusing primarily on civil cases. Judge Stutler continues as a private attorney in a very limited capacity because he is a part-time judge. Judge Stutler received a B.A. from the University of Denver in 1973 and his law degree from the University of Colorado in 1976.
The Commission reviewed written evaluations of Judge Stutler from attorneys and non-attorneys including written verbatim comments as well as a written self-evaluation completed by Judge Stutler. It also conducted a personal interview with him and observed him while on the bench. Judge Stutler received high ratings from both attorneys and non-attorneys in each of the five categories listed. In responses given by attorneys, Judge Stutler exceeded both the overall average of all county judges and all trial judges statewide in each category but especially in the categories of his ability to speak clearly and communicating effectively to participants in his courtroom and his overall diligence as a judge.
Judge Stutler believes it is an honor to be a judge and has asserted it is a job in which he is continually learning and attempting to better himself. He especially enjoys students coming to observe his court.
Of the attorney and non-attorney responses, 91% voted to retain Judge Stutler.
