2002 Retention Survey Report

The Thirteenth Judicial District Commission on Judicial Performance recommends that Judge Michael J. Schingle BE RETAINED.

Judge Schingle was appointed to the County Court bench on July 1, 2000. He is a full-time judge and presides over civil, traffic and misdemeanor cases. Judge Schingle received a B.A. from the University of New Mexico in 1976 and he received his law degree from the University of Tennessee in 1979. He is married and has two grown children.

Surveys reveal that courthouse personnel, attorneys, law enforcement officials, litigants, victims and jurors who were questioned rated Judge Schingle’s performance as above average. Numerous comments from the surveys praised Judge Schingle for his courtesy, his good communication skills, his impartiality and his personable demeanor. Those surveyed generally perceive Judge Schingle to be a hard worker who is trying to improve procedures and solve problems.

Judge Schingle told the Commission that he is making attempts to speed up the process of ruling on motions. He feels that his biggest challenge has been making the transition from litigator to judge. As a judge, he tries to take the time to listen to everyone’s story and to explain why he makes a particular decision.
One hundred percent of attorneys surveyed recommend that Judge Schingle be retained. Ninety-four percent of non-attorneys surveyed recommend that Judge Schingle be retained.
