The Second Judicial District Commission on Judicial Performance unanimously recommends that Judge Raymond N. Satter BE RETAINED.


Judge Satter was appointed to the Denver County Court bench in October 1987. Prior to his appointment, he was in private practice as a trial attorney handling both civil and criminal cases. A Denver native, Judge Satter received his undergraduate degree from the University of Denver and his law degree from the Catholic University in Washington, D.C.
Judge Satter has served in municipal traffic, general sessions and county civil court as well as state criminal court. He previously served as Presiding Judge. As of July 1, he is hearing cases in the general sessions division.


The Commission reviewed written evaluations of Judge Satter from attorneys and non-attorneys including written comments. The Commission also considered Judge Satter’s evaluation, reviewed three written opinions and conducted a personal interview. In addition, selected members of the Commission observed Judge Satter in court.

Both attorneys and non-attorneys gave Judge Satter high ratings in most categories surveyed. Of all attorneys surveyed about retention, 90% recommended to retain, 7% not to retain, and 3% expressed no opinion. Excluding those who had no opinion, 93% recommended to retain and 7% not to retain. Of all non-attorneys surveyed, 88% recommended to retain, 3% not to retain and 7% expressed no opinion. Excluding those who had no opinion, 97% recommended to retain and 3% not to retain. (These percentages may not total 100% due to rounding.)
