Judge Russell was admitted to practice law in 1976. He spent a substantial part of his legal career in the U.S. Air Force, handling various aspects of military law in locations in the United States and Germany. Judge Russell began his civilian career in 1984 in private practice and then spent a year as a deputy district attorney for the 18th Judicial District. He was appointed county court referee for Arapahoe County in 1985 and served to 1989. He was named county court judge in 1989, and currently serves on the county court bench in Aurora, Colorado. Judge Russell handles a diversified docket, with 98% criminal and traffic cases and the remainder civil.

Of the attorneys polled who gave opinions regarding retention, 96.7% favored retention. Responses by attorneys, jurors and law enforcement personnel were uniformly favorable as to his legal competence, judicial demeanor and work ethic. He is perceived as an outstanding jurist. The commission found him warm, caring and enthusiastic about his work.
