Judge Ruland received his undergraduate degree in Political Science in 1958 from Colorado College. He received his law degree from Southern Methodist University in 1961 and was admitted to practice law in Colorado in October 1961. Judge Ruland was in private practice in Grand Junction, Colorado until 1973 when he was appointed to the Colorado Court of Appeals. He returned to private practice in 1983 and was reappointed to the Colorado Court of Appeals on February 17, 1989.
Judge Ruland has a strong commitment to his responsibilities as a member of the Colorado Court of Appeals and is an active participant in a variety of professional organizations. The results of the attorneys surveyed reflect a strong recommendation for retention. The Commission is impressed with the dedication to his judicial responsibilities and with his commitment to the development and improvement of the judicial system to respond to the changing times and needs of the public.
