Chief Justice Rovira received his undergraduate degree from the University of Colorado in 1948 and graduated from the University of Colorado School of Law in 1950. He was admitted to the Bar of Colorado in 1950.  Just Rovira was in private practice from 1950 until 1976. He served as a district judge in the Second Judicial District from 1976 until his appointment to the Colorado Supreme Court in 1979. Justice Rovira has served as the Chief Justice of the Colorado Supreme Court since July 1, 1990.

As Chief Justice, he is responsible for overseeing the Colorado Judicial System and has provided strong leadership in that capacity. Under his leadership, the time frame for the Supreme Court to render opinions has been reduced significantly. Justice Rovira was recognized by attorneys surveyed as an outstanding jurist and received particular praise for the clarity of his written opinions.

The State Commission on Judicial Performance recommends that Chief Justice Luis D. Rovira BE RETAINED.
