The Twentieth Judicial District Commission on Judicial Performance recommends that Judge Thomas Jefferson Boyd Reed BE RETAINED.
This recommendation is based upon survey results from litigants, court staff, jurors, law enforcement personnel, attorneys and others; information received at a public hearing conducted on April 4, 2000; courtroom observations by Commission members; a personal interview conducted with the judge; and other information and materials received.
Judge Reed received his undergraduate degree in 1969 from Vanderbilt University. He received his law degree from the University of Colorado in 1972. From 1972 to 1985 he was in mainly private practice but also served in the Colorado State Public Defenders Office. Judge Reed was appointed to the Boulder County Court on June 1, 1985. He presently serves as the President of the Colorado County Court Judges Association. On August 1, 1999 he was assigned, for a period of one year, to the Boulder County Court in Longmont. His docket in Longmont covered all areas of judicial matters that come before that County Court including traffic and criminal, as well as some civil and domestic violence cases.
In the survey, Judge Reed was described as being straightforward, fair, courteous and very professional. Judge Reed was also rated highly for diligence, preparation, and docket control. Litigants and jurors gave Judge Reed especially high marks for impartiality.
Of those attorneys responding, 85% favored retention, 7% non-retention while 7% had no opinion. Non-attorneys favored retention by 80%, 10% recommended non-retention and 10% expressed no opinion.
It is the recommendation of the Commission that Judge Reed be retained.
