J. Stephen Phillips graduated from the University of Wyoming in 1965 and received his law degree from the University of Colorado in 1968.

Prior to his appointment to the court, Judge Phillips served in various legal capacities with the U.S. military from 1969 to 1974. From 1974 to 1979 he was Chief of the Attorney General’s Criminal Appeals Section. From 1979 to 1982 he was First Assistant Attorney General and from 1982 to 1983 he was an Assistant United States Attorney.

On April 27, 1983, J. Stephen Phillips was appointed to the Denver District Court. Since his appointment, Judge Phillips served in the civil, criminal, and domestic relations divisions. He is currently assigned to the civil division.

Based on information supplied to the commission and personal interviews, it appears Judge Phillips is a competent, conscientious judge who enjoys a better than average performance rating.

The 2nd Judicial District Commission on Judicial Performance recommends that Judge J. Stephen Phillips be retained.
