The Seventeenth Judicial District Commission on Judicial Performance unanimously recommends that Judge C. Vincent Phelps, Jr. BE RETAINED.

Judge Phelps was appointed to the District Court Bench in Adams County in February 1996. He was in private practice and a part-time municipal court judge for 20 years proceeding his appoints to the District Court. Judge Phelps has presided in all areas of the law including civil, criminal, probate, domestic and juvenile. He presently presides over civil matters.

Responses from survey groups indicate strong ratings overall in Judge Phelps' performance. Written attorney comments indicate he has a strong knowledge of the law, unfailing courtesy, is very punctual, and he makes special efforts to be a fine judge. Judge Phelps believes it wise not to take oneself too seriously as a judge and to inject humor when possible. Judge Phelps indicates that he resolves to continue to keep up with changes in the evolving law. Those responding to the surveys overwhelmingly support that Judge Phelps be retained.
