The Fifth Judicial District Commission on Judicial Performance unanimously recommends that Judge Rachel J. Olguin-Fresquez BE RETAINED with one member absent.
Judge Olguin-Fresquez grew up in Littleton, Colorado, and received her undergraduate degree from University of Colorado Boulder. After teaching elementary school for three years, Judge Olguin-Fresquez received her law degree from Tulane University Law School. Her legal career began as an unpaid intern, and then a Deputy District Attorney for the Fifth Judicial District, working in Eagle, Summit, and Clear Creek Counties. She was appointed County Judge for Clear Creek County in 2006. Because of the caseload in Clear Creek County, Judge Olguin-Fresquez’s hours are expected to be reduced so that she works 60% of full time. Judge Olguin-Fresquez served for eight years on the Georgetown Community School Board, is active in her local church, and participates in other community activities that will benefit children.
Judge Olguin-Fresquez is held in high regard by the Commission, as well as the attorneys and non-attorneys that appear before her. She truly enjoys her work and strives to continue her education by participating in training, and keeping current on any changes to laws. Judge Olguin-Fresquez feels it is important for her to frequently attend training to keep up with civil law issues because that is a smaller part of her caseload. She also anticipates participating in future problem solving courts in the Fifth Judicial District as well as connecting with the Clear Creek County School District to address ongoing issues related to school and community safety. The Commission found her writing and decisions easy to read, concise, and exceptionally well written. Judge Olguin-Fresquez is keenly aware of the
Victims Rights Amendment and makes every effort to make sure victims are aware of proceedings. Overall, her survey marks were high and reflect her commitment to justice.
Of all attorneys surveyed about retention, 83% recommended to retain, 9% not to retain, and 9% were undecided or didn't have enough information to make a recommendation. Of those expressing an opinion to retain or not to retain, 91% recommended to retain and 9% not to retain. Of all non-attorneys surveyed, 85% recommended to retain, 6% not to retain, and 8% were undecided or didn't have enough information to make a recommendation.
