Judge Nossaman graduated from the University of Colorado with a degree in Journalism in 1962. His varied employment experience includes Reporter for the Durango Herald for five years, Publisher and Editor of the Silverton Standard from 1963 to 1972, San Juan County Planner and the acting San Juan County Treasurer, employment with the D&SNGRR and Silverton Public Library as well as experience as a Commercial Letterpress Printer and a researcher with the San Juan Title & Abstract Company. Judge Nossaman also authors non-fiction historical works. He previously was the San Juan County Judge from 1971 to 1974 and was appointed in October, 1989 as Count Court Judge of San Juan County.
Judicial Performance Surveys were given to lawyers, litigants, law enforcement officers and court personnel. All evaluations of Judge Nossaman were favorable and the proportion of persons who voted in favor of his retention was in excess of 95%. Judge Nossaman received superlative remarks in all areas of judicial performance and no one who was surveyed or solicited recommended that he not be retained. Specifically, the evaluation revealed that Judge Nossaman displays a fair sense of justice, treats all parties equally, does not make decisions based on popularity, makes clear written and oral decisions, displays demeanor appropriate to the circumstances, is courteous, displays compassion and commences his proceedings in a punctual manner.
The 6th Judicial District Commission on Judicial Performance unanimously recommends that Judge Allen J. Nossaman be retained.
