Evaluations of Judge Newton by survey respondents were generally good. There was a feeling he tended to be too slow in delivering judgments, but this balanced against comments that his judgements were thoughtful and fair. Charges of gender bias were equally split between those who thought him biased against women and those who saw him biased against men.
The questionnaire results showed: 69 Attorneys, Retain 83% (57), Not retain 10% (7), No opinion 7% (5); 10 Litigants, Regain 70% (7), Not retain 10% (1), No opinion 20% (2); 34 Court Personnel, Retain 91% (31), Not retain 0% (0), No opinion 9% (3); 73 Law Enforcement Officers, Retain 73% (53), Not retain 5% (4), No opinion 22% (16).
