The Eighteenth Judicial District Commission on Judicial Performance unanimously recommends that Judge Susanna Meissner-Cutler BE RETAINED.


Judge Meissner-Cutler received her law degree from the University of Denver in 1986. She has served as County Court Judge since 1995 in Douglas County. Before being appointed as County Court Judge, she was an attorney in private practice specializing in civil litigation. Judge Meissner-Cutler handles a very busy docket in Douglas County overseeing a mix of traffic, misdemeanor and felony cases.


The Commission conducts extensive research in making this recommendation, including use of surveys conducted on the judge, interviews with people involved in the courtroom, and personal observations in the courtroom.


In reviewing survey results amongst attorneys Judge Meissner-Cutler was rated very high in demeanor, fairness, communication skills, diligence and the application of law, with over 96% desiring her to be retained, up from 77% in 2002. Among non-attorneys Judge Meissner-Cutler was rated very high as well with 97% desiring her to be retained, up from significantly from her ratings in 2002. It is clear that Judge Meissner-Cutler is working hard to be a very good judge.


The overwhelming majority of comments from the surveys were very positive.


The Commission finds that Judge Susanna Meissner-Cutler is an outstanding judge and should be retained.
