The Nineteenth Judicial District Commission on Judicial Performance unanimously recommends that Judge Lynn Jay Karowsky BE RETAINED.


Judge Karowsky was appointed to the Weld County Court in 1996. He received his law degree from University of Colorado School of Law after receiving his undergraduate degree from Stanford University. Prior to his appointment to the bench, Judge Karowsky was an Assistant Professor of Business Law at the University of Northern Colorado and concurrently served as Small Claims Court Magistrate. In his current position, more than half his time is devoted to traffic cases, and the remainder about equally divided among civil cases under $15,000 in dispute and misdemeanors.


The Commission members reviewed evaluations of Judge Karowsky from attorneys and non-attorneys who were familiar with his performance in the courtroom. The Commission members also reviewed a self-evaluation provided by Judge Karowsky and interviewed him in person. Judge Karowsky’s passion and enthusiasm for his job were apparent during the interview. The results from all evaluation mechanisms were consistently positive. Judge Karowsky is viewed as fair, knowledgeable, and patient by attorneys (100% of whom recommend that he be retained), and viewed by non-attorneys (94% of whom recommend retention) as a good communicator who is patient and personable.
Believing that it is important to have an active role in the community, Judge Karowsky participates as a volunteer in a variety of organizations—especially ones relating to domestic violence. He finds such activity to be one way he can maintain an appropriate community perspective as well as provide the community with a positive impression of the judiciary.


Judge Karowsky has an enthusiasm and skill for his position that is obvious and appreciated by participants and observers in his courtroom. His evaluations by attorneys and non-attorneys were outstanding in all areas, with particularly high marks in the areas of application and knowledge of the law, integrity, communications, and demeanor. The
Commission believes Judge Karowsky is an excellent judge who has earned the respect of attorneys and non-attorneys and should be retained.
