Judge Hoyer was appointed to the Washington County Court Bench in January, 1987, and has served for seven years. Judge Hoyer hears criminal misdemeanor, traffic, traffic infraction, and civil cases in his court on a part-time basis. In addition, Judge Hoyer has a private practice of law in Akron.
Evaluations received from attorneys and courthouse personnel consistently rated Judge Hoyer very highly; however, only two responses from law enforcement personnel were received and rated Judge Hoyer low in several areas where he had been rated higher by other respondents. The impression Judge Hoyer provided to the Commission in an in-person interview is he adequately and competently fulfills his role as a rural county court judge and give the impression he is very fair and impartial in rendering his decisions despite his long standing and close acquaintance with much of the community.
The Thirteenth Judicial District Commission on Judicial Performance recommends that Judge Hoyer BE RETAINED.
