The Nineteenth Judicial District Commission on Judicial Performance unanimously recommends that District Court Judge Julie C. Hoskins BE RETAINED by a vote of 10-0.
Judge Hoskins was appointed to the District Court bench in July of 2007. Prior to her appointment, Judge Hoskins was a County Court Judge for two years, and a magistrate for two years. Prior to serving as a judicial officer, she was in private practice handling primarily domestic relations cases, and dependency and neglect cases. Additionally, she handled a significant number of criminal cases. Judge Hoskins received her law degree from the Dickinson School of Law in Carlisle, Pennsylvania and her undergraduate degree from Bethany College in Bethany, West Virginia. During this retention period, the judge has presided over 30% Civil, 5% Mental Health, 5% Probate and 30% Domestic Relations, and 30 % Criminal. Judge Hoskins has been active in her church community, as well as, the Weld County chapter of the Women’s Bar Association and A Women’s Place Project. She also regularly presents to local high schools on topics such as civics and the judicial process.
The Commission conducted a personal interview with Judge Hoskins, reviewed opinions she authored, observed her in court, and reviewed surveys sent to attorneys and non-attorneys. Among the survey questions was “how strongly do you recommend that Judge Julie Hoskins be retained in office, or not be retained in office?” Of non-attorneys completing the survey, 80% recommended to retain, 6% not to retain, and 15% made no recommendation. Of attorneys completing surveys, 89% recommended to retain, 8% not to retain, and 3% made no recommendation. (Percentages may not total 100% due to rounding).
Judge Hoskins writes prompt, well-researched, clear and concise opinions. She endeavors to maintain current knowledge of case law and participates in ongoing legal education. She is respectful of all parties and conducts court with authority and bearing. Judge Hoskins modifies her schedule, allows attorneys to openly participate in productive discussion, and models careful review of stipulated decrees. She actively attends to process with regard to clearing cases timely and when they are ripe for decision. She supports settlement conferences between parties that allow the parties to agree on many points, and often, imposes requirements that the parties make a good-faith effort to resolve their own dispute prior to a trial or hearing. This in turn helps to expedite the court process. Judge Hoskins ratings related to case management exceeded the average of all district judges.
