The Eighteenth Judicial District Commission on Judicial Performance unanimously recommends that Judge Justin Mark Hannen BE RETAINED.


Judge Hannen was appointed to the District Court bench in February 2003. He is a magna cum laude graduate of the University of Notre Dame and graduated summa cum laude from the University of Denver College of Law. Judge Hannen engaged in the private practice of law from 1972 until 1989 with an emphasis in civil litigation, commercial, real estate, and local government law. Judge Hannen became the Douglas County Attorney in 1989 and served in that position until his appointment to the District Court. While practicing law Judge Hannen received numerous awards and recognition for his professionalism, competence, and pro bono work.


Judge Hannen presides over a diversified docket and hears both civil and criminal cases. He decides motions and conducts civil and criminal court and jury trials.


The Commission conducts extensive research in making this recommendation, including use of surveys conducted on the judge, a self-evaluation written by the judge, interviews with people involved in the courtroom, and personal observations in the courtroom.


Survey respondents and others providing information to the Commission consistently complimented Judge Hannen on his excellent demeanor, his hard work, his knowledge of the law, and the precision of his rulings. Judge Hannen is frequently described as polite, fair, very intelligent and respectful of everyone in the courtroom. Some respondents expressed frustration that matters move rather slowly in Judge Hannen’s courtroom but they also attributed much of that to the fact that Judge Hannen is relatively new to the bench and needs to become familiar with criminal law. The Commission believes that with experience and his very strong commitment to professional growth and public service that Judge Hannen will become an excellent District Court Judge.
