Judge Richard Hall is a graduate of Stanford University and the University of California at Berkeley Law School. He served in the Marine Corps for four years. He is married and has four children.
Judge Hall was appointed to the District Court in 1975 and is one of the most experienced judges on the local bench. Of those responding to the poll, 84% voted to retain Judge Hall on the bench, 13% voted not to retain and 3% had no opinion.
The Commission believed Judge Hall’s strengths are that he is extremely hard-working and punctual. He is able to provide early and fair trials to parties in his courtroom. Judge Hall is somewhat aloof and distant from those who appear before him and some respondents to the poll were uneasy with this.
The 4th Judicial District Commission on Judicial Performance recommends that Judge Richard V. Hall be retained.
