The Nineteenth Judicial District Commission on Judicial Performance recommends that Judge Gilbert A. Gutierrez BE RETAINED.

Judge Gutierrez was appointed to the Weld County Court on January 13, 1997. Prior to that appointment, Judge Gutierrez was a professor of sociology (criminal justice) at the University of Northern Colorado and a criminal defense attorney.

Judge Gutierrez currently hears 27% civil cases and 73% criminal cases (49% of which are traffic offenses, 20% misdemeanors and 4% felonies).

An overwhelming majority of court employees, litigants, law enforcement personnel and jurors surveyed by questionnaires recommended Judge Gutierrez be retained. The statistics from non-attorney responses are 82% to retain, 7% not to retain, and 12% had no opinion.

One hundred percent (100%) of attorneys who completed questionnaires also recommended retention.

Based on a review of the written evaluations by the groups surveyed, Judge Gutierrez received praise for his impartiality, judicial temperament, professionalism and courtroom demeanor.
