Judge Fisher is a lifelong resident of Lincoln County. He had no formal legal training before his appointment to the county court bench in June 1987. He has a Bible degree from Bear Valley School of Biblical Studies.

Fisher’s responsibilities in the county court are misdemeanors, traffic cases, preliminary hearings, small claims and limited civil actions. His duties as a judge normally are limited to three days a week.

The law enforcement community gave Fisher a 100% retention vote but did express some concern over his ability to start proceedings on time. The attorneys polled were evenly split on the issue of retention, and some expressed concern over his lack of legal knowledge. Fisher impressed the commission with his sincerity and his desire to overcome his deficiencies.
