The Seventeenth Judicial District Commission on Judicial Performance recommends that Judge Thomas R. Ensor BE RETAINED.


Judge Ensor was appointed to the Adams County Court in March of 1978 and was promoted to the Adams County District Court in June of 1984. Prior to his judicial appointment he was the Chief Deputy District Attorney in Adams County. Judge Ensor currently hears criminal cases, but has been a sitting judge long enough to have substantial experience in all types of cases which come before state court judges.


Of surveyed non-attorneys, 81% either strongly or somewhat recommended that Judge Ensor be retained in office. Of surveyed attorneys, 75% either strongly or somewhat recommended that Judge Ensor be retained in office. While Judge Ensor did receive below average survey ratings for his demeanor, in particular from attorneys, Judge Ensor addressed this issue with the Commission and committed to be more temperate.


The Commission was particularly impressed with Judge Ensor's introspection and commitment to improve in his self-evaluation. Judge Ensor also contributes to the community, and especially enjoys speaking to school-age children about the role of courts and the judiciary.
