The Thirteenth Judicial District Commission on Judicial Performance unanimously recommends that Judge David O. Colver BE RETAINED.

Judge Colver was appointed to the bench in 1980 and has consistently received high marks.

Judge Colver especially enjoys working with high school students. He has worked closely with the local FCCLA chapter in Holyoke. Judge Colver considers working with youth to be the most rewarding part of his job. He deals with many pro se litigants and defendants in County Court and works diligently to communicate clearly with them. Previously, Judge Colver served as Municipal Judge in Haxtun and Wray. Currently he serves as Municipal Judge in Holyoke and maintains a private law practice excluding domestic relations.

The Commission reviewed the results of evaluations of Judge Colver from attorneys and non-attorneys, including written comments from both groups. Judge Colver’s evaluation averages from attorneys were above the state average for all judges. Judge Colver’s evaluation averages from non-attorney, non-jurors, was above the state average for all judges. Attorney questionnaires rank Judge Colver high in case management, knowledge of the law, and diligence. They rank his communication and demeanor extremely high. Of the responses received, 100% of attorneys described Judge Colver as completely neutral.

Of all attorneys surveyed about retention, 100% recommended to retain. Of all non-attorneys surveyed, 74% recommended to retain, 19% not to retain, and 7% expressed no opinion. Excluding those who had no opinion, 81% recommended to retain and 20% not to retain. (These percentages may not add up to 100% due to rounding.)
