The Second Judicial District Commission on Judicial Performance recommends that Judge Kathleen M. Bowers BE RETAINED.

Judge Bowers graduated from Miami University of Ohio in 1971 and received her law degree from the University of Denver in 1977. She was admitted to the Colorado Bar in 1977. Prior to her appointment to the Denver county court, Judge Bowers was airport counsel for the Denver city attorney's office for four years. From 1982-84 she worked in the litigation section of the Massachusetts Attorney General's Office, and from 1978-82 she worked in the Natural Resources Section and appellate division of the Colorado Attorney General's Office.

Judge Bowers was appointed to the Denver county court on August 1, 1988. She currently serves in the criminal division of the county court, handling felony preliminary hearings. Judge Bowers has also served in the general sessions and civil divisions of the county court.

Courtroom observation of Judge Bowers, a personal interview, and review of materials submitted to the Commission showed that she conducts her court with empathy and fairness.

Attorneys responding to the Commission survey voted 62.2% to retain Judge Bowers, 32.4% not to retain, and 5.4% had no opinion. Court employees voted 100% to retain. Law enforcement voted 92.3% to retain and 7.7% not to retain.
