The Third Judicial District Commission on Judicial Performance unanimously recommends that Judge Bruce A. Billings BE RETAINED.
Judge Billings was appointed as Las Animas County Judge on December 30, 2002. Judge Billings graduated from the University of Nebraska College of Law. He is a member of the Colorado Bar Association and Southern Colorado Bar Association. He served as Regional Vice-President of the CBA from 2007 to 2008. He is also currently a volunteer for the Southern Colorado Repertory Theater.
Upon his appointment as County Judge, Judge Billings left his position as the City Attorney for the City of Trinidad after serving from 1983 to 2003. In addition to his work as city attorney and county judge, Judge Billings has been an adjunct faculty member of Trinidad State Junior College since 1987. Judge Billings also previously served as a Deputy District Attorney in Montrose County and Las Animas County.
Members of the Commission observed Judge Billings in the courtroom several times. It was determined by the members the Judge Billings is punctual in starting court, his legal writing is proficient and concise and that he had good control of his docket and staff management. An area of concern was his interaction with Pro Se litigants but this was address satisfactorily by him.
Of all attorneys surveyed about retention, 93% recommended to retain, 0% not to retain and 7% expressed no opinion. Excluding those who had no opinion, 100% recommended to retain and 0% not to retain. Of all non-attorneys surveyed about retention, 64% recommended to retain, 25% not to retain and 13% expressed no opinion. Excluding those who had no opinion, 72% recommended to retain and 28% not to retain. (These percentages may not total 100% due to rounding.)
