The Third Judicial District Commission on Judicial Performance, by unanimous vote, recommends that Judge Bruce A. Billings BE RETAINED.


Judge Billings was appointed Las Animas County Judge in December of 2002. Prior to his appointment to the bench, he previously served as City Attorney for the City of Trinidad, being appointed in 1983. He also acted as the child support attorney for Las Animas County Department of Human Resources. Judge Billings also teaches political science and history at the local community college and he also served one year as Municipal Judge for the City of Nucla, Colorado.


Judge Billings feels as though his first term as Judge has been successful and is a continuing learning process. One of his goals is the on-going efforts at expansion of his knowledge and understanding of relevant areas of law through legal education, judicial training, and dialogue with other judges and reading and research. Another goal he has indicated is to improve upon his judicial temperament.


Judge Billings is highly rated in attorney survey results that indicate good case management, being prepared for his cases, gives reasons for his rulings and is a hard worker and communicates effectively with all involved parties.


Written survey results showed that attorneys responding to the question of retention of Judge Billings, 82% strongly recommended retention. Non-attorney survey responses strongly recommended retention by 82% also.
