The 20th Judicial District Commission on Judicial Performance recommends that Judge Roxanne Bailin BE RETAINED.
Judge Bailin was appointed to the Boulder County Court in 1983, and to the District Court Bench in 1992. Prior to her judicial appointment, she was a clinical professor at the University of Colorado School of Law. As a district court judge, she was assigned to the civil and domestic cases until September 1995, when she began hearing criminal and juvenile cases.
Judge Bailin sees her judicial temperament and dedication to professional excellence as her greatest assets. She works hard to run her courtroom efficiently, to ensure all litigants understand court procedures and are put at ease, ad to be prompt and well-organized in handling cases. Her courtroom demeanor is calm, business-like, and respectful toward litigants, counsel and others appearing before her. She clearly expects a high level of professionalism from attorneys who appear before her. Respondents from all groups surveyed gave Judge Bailin high marks for her judicial demeanor, courtesy and compassion, diligence, and promptness in ruling on pending matters.
Judge Bailin is considered superior in legal ability and knowledge, and clarity in decision writing. She values careful legal research, and makes substantial and meticulous finding of fact, primarily to be sure parties understand her rulings. This judge sees an important role for herself outside the courtroom in enhancing public respect for the judiciary and developing systemic improvements for the courts.
The surveyed groups rated Judge Bailin highly; attorneys 79.3% to retain, and courthouse personnel 85.7% to retain. Of the law enforcement personnel who responded, 93.8% recommended retention.
