The Commission evaluated Judge Alvarez based upon information received through questionnaires and interviews of individuals involved in the legal process. While he has been described in some instances as being overly reserved, he is making a conscious effort to alleviate this perception. It is the feeling of the Commission that Judge Alvarez deserves an average grade for performance.
