The Eighteenth Judicial District Commission on Judicial Performance by unanimous vote recommends that Judge Addison Lloyd Adams BE RETAINED.
Judge Adams received his undergraduate degree from Hampton University in Virginia (1969), a Masters in Public Administration (MPA) degree from the University of Colorado in Boulder (1974), and a Juris Doctor degree from the University of Denver College of Law (1979). Additionally, he earned a Master in Social Work degree from the University of Denver (1993). Judge Adams was a magistrate for Arapahoe County; he worked as a Deputy Public Defender in Denver, Adams, and Arapahoe County; an Assistant Attorney General for the Regulatory Law Agency; and the Director for the Metropolitan State University’s Law Office in the Student Legal Office. He has also engaged in private practice, worked as a clinician, and was a Guardian Ad Litem in Arapahoe County. He was appointed as a judge to the Arapahoe County Court bench by Governor Ritter effective February 2, 2009.
Judge Adams’ docket is primarily traffic violations, which includes such charges as DUI, hit and run, driving under restraint, and reckless driving. He is a well-respected judge. He is thoughtful, known to be fair, listens intently, and treats each person with respect and dignity. He runs a highly efficient docket under demanding conditions. Judge Adams is very diligent and takes extra care to make sure that all parties understand the court proceedings, including sentencing. He believes strongly in community service and speaks to groups about life choices.
The Commission conducted extensive research in making this recommendation, including a review of the surveys conducted on the judge, interviews with people involved in the courtroom, personal observations in the courtroom, and the judge's self-evaluation. Of all attorneys surveyed about retention, 95% recommended to retain, 2% not to retain, and 2% were undecided or didn’t have enough information to make a recommendation. Of those expressing an opinion to retain or not to retain, 98% recommended to retain and 2% not to retain. Of all non-attorneys surveyed, 90% recommended to retain, 2% not to retain, and 7% were undecided or didn’t have enough information to make a recommendation. Of those expressing an opinion to retain or not to retain, 98% recommended to retain and 2% not to retain. (These percentages may not total 100% due to rounding). The Commission finds that Judge Adams is an excellent judge and will continue to serve the Eighteenth Judicial District with the highest standards.
