The Eighteenth Judicial District Commission on Judicial Performance finds, by a vote of 7-0 (with three Commissioners not participating), that Judge Ryan J. Stuart MEETS PERFORMANCE STANDARDS. The Colorado statutory judicial performance standards are integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the legal profession and the public.

Judge Stuart presides over a criminal docket in Arapahoe County. Judge Stuart excelled in all of the performance criteria areas - case management, application and knowledge of law, communications, diligence, fairness, and demeanor. Judge Stuart is described as making well-reasoned rulings, professional and all around exceptional.  Judge Stuart consistently displays a calm temperament and respectful demeanor. Judge Stuart is noted as being intelligent, thoughtful and consistent.  Survey participants consistently remarked on Judge Stuart’s strengths, especially noting his knowledge of law, demeanor, and experience. Across the board, the feedback on Judge Stuart’s performance is exceptional and highly favorable. The 2022 Judicial Performance Survey for Judge Stuart received forty (40) responses; Judge Stuart achieved an overall performance rating of 3.6 of a possible 4.0, compared to all District Court Judges at a rating 3.4. Based on these findings, the Commission unanimously agrees that Judge Stuart meets judicial performance standards.

The Commission met with Chief Judge Michelle A. Amico to discuss her interactions with Judge Stuart, as well as the District Attorney’s Office, Public Defender’s Office, Probation Department for feedback on Judge Stuart’s performance. The Commission personally interviewed Judge Stuart and reviewed his written self-evaluation. Members also observed Judge Stuart in court and reviewed 2022 Judicial Performance Survey responses from attorneys and non-attorneys.

Among the survey questions was, "Based on your responses to the previous questions related to the performance evaluation criteria, do you think Judge Stuart meets judicial performance standards?" Of the attorneys responding to the survey, 96% answered yes, meets performance standards. Of the non-attorneys responding to the survey, 90% answered yes, meets performance standards.

Judge Stuart was appointed to the 18th Judicial District Court in January 2019. Prior to his appointment, Judge Stuart served as a county court judge in Jefferson County from 2012 to 2019 and a district court magistrate from 2010 to 2012. He received his undergraduate degree from Stanford University, a master’s degree in education from Harvard University, and his law degree from Georgetown University Law Center. Judge Stuart co-founded a school in Castle Rock and regularly volunteers his time there.
