The Seventeenth Judicial District Commission on Judicial Performance agrees Judge Rayna Gokli McIntyre MEETS PERFORMANCE STANDARDS, by a vote of 7 – 2. The Colorado statutory judicial performance standards are integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the legal profession and the public.

Judge Gokli McIntyre was appointed on May 31, 2019.  She began her appointment with a 100% civil docket through February 2021 and then rotated to a 100% criminal docket, which she currently manages.  In her survey scores, Judge Gokli McIntyre received a 79% rating among attorneys for meeting performance standards, and a 100% rating among non-attorneys. Her scores for Case Management, Communications, and Diligence were comparable to all District Judges.  Judge Gokli McIntyre’s strengths as noted in the survey feedback and interviews conducted include being thorough, analytical, and knowledgeable of the law. Areas in which Judge Gokli McIntyre scored lower were Fairness and Application of the Law. Summary feedback in the survey results that reflect lower scores include “always being in a hurry to leave the bench”, “lacking insights or clarity on her rulings”, and “does not give the impressions of neutrality or weighing each parties’ arguments before making a decision”. During Judge Gokli McIntyre’s interview with the Commission, she acknowledged feedback from the PD and DA offices who appear in front of her on a regular basis regarding her demeanor and perceived lack of flexibility in the way that she manages her courtroom, and she seems dedicated to improving in these areas. 

 

In addition to Judge Gokli’s McIntyre’s personal interview, the Commission observed her in Court observed her in court via WebEx and in person, reviewed judicial performance data, several of her written opinions and her self-evaluation.  The Commission also interviewed the District Attorney, the Chief Judge for the District, and the head of the Public Defender’s office for the 17th Judicial District.

 

Judge Gokli McIntyre received her undergraduate degree in broadcast journalism from the University of Illinois at Urbana-Champaign in 2006 and her J.D. from the University of Illinois at Urbana-Champaign in 2009.  Prior to becoming a District Court Judge, she was a Senior Lead Deputy District Attorney in the 17th Judicial District Attorney’s Office, Deputy District Attorney in the 12th Judicial District Attorney’s Office, and an admissions officer for the University of Illinois College of Law.  Judge Gokli McIntyre currently serves on the Executive Board of Directors for the Center for Legal Inclusiveness and is active in the South Asian Bar Association, for which she served as the Secretary.
