The First Judicial District Commission on Judicial Performance unanimously agrees by a vote of 10-0 that Judge Mark M. Randall MEETS PERFORMANCE STANDARDS. The Colorado statutory judicial performance standards are integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the legal profession and the public.
Judge Randall was appointed to the bench in 2011. He presides over a mixed docket that consists mostly of criminal and misdemeanor cases; he served as the Presiding Judge during the height of the COVID pandemic. Before rotating to a criminal docket, he handled civil cases. Judge Randall is known to have great courtroom command and judicial demeanor. He is described as consistent and firm. Judge Randall is also a good communicator. Judge Randall treats every person as unique and deserving of his interest and attention; he has been commended for his ability to appropriately differentiate the treatment of those in his courtroom. He works at making sure that people know that he cares. Judge Randall has received letters with comments such as, “you have without a doubt changed one life forever for the better,” “you really made an impression on him,” and “thank you making a difference in and for me.” Attorneys also provided feedback stating, “he is a great example of what a judge should be” and he is the “best county court judge in Jefferson County.” Although Judge Randall is sometimes seen as harsh with respect to sentencing and bond setting, he is known to be consistent and balances community safety with offender rehabilitation. Judge Randall has a low recidivism rate. Judge Randall is organized, but his dockets can run long. The Commission provided feedback on his efficiency and Judge Randall is looking at factors impacting his docket and how his cases are managed.
The Commission conducted a personal interview with Judge Randall, reviewed opinions he authored, observed him in court, reviewed the 2022 Judicial Performance Survey Report from attorneys and non-attorneys appearing before him, as well as received feedback from the Office of the State Public Defender and the First Judicial District Attorney's Office. Based on the Commission’s evaluation, Judge Randall demonstrated that he meets or exceeds performance standards in all categories under review: case management, application and knowledge of the law, communications, diligence, demeanor, and fairness. Well-deserved and respected, Judge Randall was chosen as the recipient of the Colorado Judicial Institute’s County Court Judicial Excellence Award for the State of Colorado.
Judge Randall graduated from Creighton University in 1985 with a degree in business then went on to attend the University of Denver Law School receiving his Juris Doctor in 1988. Prior to his judicial appointment, he worked for the Jefferson County District Attorney’s Office for over 23 years as a Deputy and Chief Deputy District Attorney. Judge Randall serves on the Jefferson County Community Corrections Board, the Colorado Supreme Court Model Criminal Jury Instructions Committee, and the Standing Committee of the statewide Division of Probation Services (PSC). He is also an instructor for the Advanced New Judge Orientation (ANJO) and a member of the County Court Judges Association. Since 2010, he has volunteered with an animal rescue nearly every Saturday helping thousands of animals find their forever homes.
