The Seventeenth Judicial District Commission on Judicial Performance unanimously (10-0) agrees that the Hon. Edward Moss MEETS PERFORMANCE STANDARDS.

Judge Moss Received his undergraduate degree from the University of California at Santa Barbara. He received his legal training at Southwestern University Law school in Los Angeles and at the Georgetown Law Center in Washington DC. Judge Moss was a judicial intern at the United States Supreme Court. He was in private practice for more than 20 years, working primarily in the areas of oil and gas, real estate and general commercial litigation. He is a longtime member of the Colorado Bar Association Ethics Committee, and advisory council member of the Center for Judicial Ethics at the National Center for State Courts and was a faculty member for the 2013 and 2015 National College on Judicial Ethics in Chicago. He served as City Councilman and Mayor of the City of Westminster, Colorado. Judge Moss was appointed to the District Court on April 28, 2004.

During the evaluation process, Commissioners observed and evaluated Judge Moss in his courtroom, considered his self-evaluation, reviewed opinions he authored, conducted a personal interview and considered comments and survey responses from attorneys and non-attorneys who had experience with Judge Moss. Those surveyed were asked, "based on your responses to the previous questions related to the performance evaluation criteria, do you think Judge Moss meets judicial performance standards?" Combined responses for all survey respondents answered 73% Yes, Meets Performance Standards to 20% No, Does Not Meet Performance Standards, 6% of respondents did not have an opinion on whether Judge Moss met or did not meet performance standards. Attorneys answered 76% in favor to 21% unfavorable, with 3% having no opinion. Non-attorneys answered 67% in favor to 19% unfavorable, and 14% had no opinion. Jurors answered 100% favorable.

Judge Moss ‘docket has included 50% Civil, 10% Domestic Relations, 24% Juvenile, 1% Mental Health and 15% Criminal in both Broomfield and Adams County Court. The Commission has seen and concluded that Judge Moss is a well-respected leader in the Colorado court system when it comes to judicial ethics and ethics education. His judicial ethics newsletter reaches over 800 readers each month.  Judge Moss received consistently high marks in all evaluation categories. Based on our findings, the Commission unanimously agreed that Judge Moss meets performance standards.
