The Eighteenth Judicial District Commission on Judicial Performance unanimously (10-0) agrees that Judge Robert R. Lung MEETS PERFORMANCE STANDARDS.

Judge Lung was appointed to the District Court in the Eighteenth Judicial District on July 1, 2016.  Prior to his appointment, Judge Lung served as a district court magistrate in the Eighteenth Judicial District for 13 years. Judge Lung received his undergraduate degree from Regis University in 1992 and his law degree from the University of Dayton School of Law in 1997. Judge Lung is recognized as a subject matter expert in human trafficking and serves on state and national councils in that capacity. He is active in his church, previously volunteered in the “Feed My Starving Children” project and participates as a judge in high school mock trial competitions.   

The Commission conducted a personal interview with Judge Lung, reviewed opinions that he authored, observed him in court, and reviewed survey responses from attorneys and non-attorneys who had experience with Judge Lung. Survey participants were asked, “based on your responses to previous questions related to the performance criteria, do you think Judge Lung meets performance standards?” Of the attorneys responding, 88% answered yes, meets performance standards, 6% answered no, does not meet performance standards, 6% had no opinion. Of the non-attorneys responding, 83% answered yes, meets performance standards, 17% answered no, does not meet performance standards and 0% had no opinion. Thirty-six attorneys and fifty-five non-attorneys responded to the judicial performance surveys expressing their opinions of Judge Lung’s performance.

Currently, Judge Lung presides over criminal, juvenile and domestic relations dockets.  Based on the Commission’s overall evaluation, Judge Lung has demonstrated that he meets performance standards in all categories including case management, application and knowledge of the law, communication, demeanor and diligence.  One concern identified by the Commission was a possible over commitment to outside activities taking away from judicial responsibilities. Judge Lung is aware of this concern and during his interview assured the Commission that he will take this concern seriously. Judge Lung is described as a “good listener,” “considerate,” “knowledgeable” and “respectful to those in his courtroom.” His opinions are well-reasoned, supported by the law, and understandable. Based on these findings, the Commission unanimously agreed that Judge Robert R. Lung meets performance standards.
