The Second Judicial District Commission on Judicial Performance unanimously (10-0) agrees that Judge Shelley I. Gilman MEETS PERFORMANCE STANDARDS.

Judge Gilman was appointed to the Denver District Court bench in February 1998. Prior to her appointment, Judge Gilman practiced in several different trial offices and the appellate division of the Colorado State Public Defender. She was also in private practice in Denver, specializing in juvenile, criminal, and appellate matters. Judge Gilman graduated from the University of Illinois and received her law degree from the University of Denver College of Law in 1978. Judge Gilman teaches at the Advanced Judge School and serves as a member of the Colorado Supreme Court Criminal Rules Committee.

The Commission conducted a personal interview with Judge Gilman, reviewed opinions she authored, observed her in court, reviewed comments received from interested parties during the evaluation, and reviewed survey responses from attorneys and non-attorneys who had experience with Judge Gilman. Among the survey questions was “based on your responses to the previous questions related to the performance evaluation criteria, do you think Judge Gilman meets judicial performance standards?” Of the attorneys responding to the survey, 90% answered, yes, meets performance standards, 5% answered no, does not meet performance standards, and 5% had no opinion regarding whether Judge Gilman meets or does not meet performance standards. Of non-attorneys responding to the survey, 96% answered yes, meets performance standards, 3% answered no, does not meet performance standards, and 1% had no opinion regarding whether Judge Gilman meets or does not meet performance standards. A total of 21 attorneys and 76 non-attorneys responded to the judicial performance surveys expressing their opinion of Judge Gilman’s performance. Fourteen appellate judges who responded to the survey gave Judge Gilman a significantly higher rating than the average rating for all district judges standing for retention.

Judge Gilman presided over domestic relations, civil, and criminal matters this term. She currently presides over criminal cases. Based on the Commission’s overall evaluation, Judge Gilman has demonstrated she meets or exceeds performance standards in all categories. Judge Gilman received high marks in case management, application and knowledge of the law, communications, demeanor, and fairness. Judge Gilman has received compliments for her intelligence and has been called an “asset to the bench.” The Commissioners observed all of these traits during their evaluation and interview with Judge Gilman. Based on these findings the Commission unanimously agreed that Judge Gilman meets judicial performance standards.
