The Fifteenth Judicial District Commission on Judicial Performance unanimously recommends by a vote of 8-0 that Judge Gary W. Davis MEETS PERFORMANCE STANDARDS.

Judge Davis received his undergraduate degree from Wheaton College and his Juris Doctorate from University of Denver College of Law. Judge Davis serves Kiowa County as a part-time County Court Judge and maintains a full-time private practice in Eads, Colorado.

The Commission conducted extensive research in recommending that Judge Davis meets performance standards, including surveys, courtroom observations, a review of caseload data, a review of his self-evaluation and written orders, and interviews.  Non-attorneys (6) and attorneys (9) who submitted responses to our survey gave Judge Davis moderate scores overall, with 50% recommending that Judge Davis meets performance standards. The survey sample size is too small to carry much significance for the Commission.

The Commission found that Judge Davis’s performance is good in several areas. In particular, the Commission found that Judge Davis works diligently to prepare for proceedings in his courtroom. Judge Davis strives to understand applicable law through legal research and to apply the law to only the facts that are before him. The majority of the Commission observed a half-day civil trial between a litigant without an attorney and a litigant with an attorney. It was clear to the Commission that Judge Davis works diligently to ensure that parties without attorneys understand the proceeding and that all litigants are treated fairly. The Commission notes that Judge Davis’s criminal dockets can be inefficient and recommends that Judge Davis continue to work on improving his procedural efficiency. However, the Commission also commends Judge Davis for his attempts to continually improve his courtroom by observing other judges and by actively attending relevant continuing legal education.
