The Second Judicial District Commission on Judicial Performance unanimously (10-0) agrees that Judge Brian Thomas Campbell MEETS PERFORMANCE STANDARDS.

Judge Campbell was appointed to the Denver County Court in March 1980. Prior to his appointment to the bench, Judge Campbell was an attorney in private practice. Judge Campbell received his undergraduate degree from Knox College in 1970 and his law degree from the University of Colorado in 1972. Throughout his tenure, Judge Campbell has remained active in the legal community including frequent attendance at Continuing Legal Education classes particularly sessions involving subconscious discrimination. Judge Campbell is a liaison to Denver Domestic Violence Coordinating Council and the Denver Fatality Review Board.

The Commission conducted a personal interview with Judge Campbell, reviewed opinions he authored, observed him in court, reviewed comments received from interested parties during the evaluation, and reviewed survey responses from attorneys and non-attorneys who had experience with Judge Campbell. Among the survey questions was “based on your responses to the previous questions related to the performance evaluation criteria, do you think Judge Campbell meets performance standards?” Of the attorneys responding to the survey, 97% answered yes, meets performance standards, 0% answered no, does not meet performance standards and 3% had no opinion regarding whether Judge Campbell meets or does not meet performance standards. Of the non-attorneys responding to the survey, 81% answered yes, meets performance standards,13% answered no, does not meet performance standards, and 6% had no opinion regarding whether Judge Campbell meets or does not meet performance standards. (These percentages may not total 100% due to rounding). A total of 28 attorneys and 18 non-attorneys responded to the judicial performance surveys expressing their opinion of Judge Campbell’s performance.

Judge Campbell presided over civil matters during this term. Judge Campbell was rated higher than the average of all county court judges by attorneys responding to the surveys in each of the categories measured i.e. case management, application and knowledge of law, communications, diligence and demeanor. Judge Campbell was rated higher than the average of all county court judges by non-attorneys responding to the survey in each of the categories but one. Judge Campbell was rated only very slightly lower on the “communications” category. Representative comments by survey respondents include “Judge Campbell is exceptional at treating all participants with respect and dignity,” “Judge Campbell does a great job of explaining his reasons when making decisions.” Based on these findings the Commission unanimously agreed that Judge Campbell meets judicial performance standards.
