Judge Taylor was appointed to the bench in 1992 and currently hears county court cases, including misdemeanors, small claims, traffic infractions, and civil matters where the amounts in dispute does not exceed $10,000. Judge Taylor is retired from his chose profession on teaching mathematics. He is not a licensed to practice law.

Judge Taylor is a thoughtful and compassionate judge. He received high ratings in all categories from courthouse personnel and law enforcement personnel. Some concerns were raised with respect to Judge Taylor’s familiarity with the law, evidence and procedure, as well as abilities in issuing oral decisions.  Judge Taylor has made remarkable efforts to familiarize himself with courtroom procedure and general areas of the law. He has participated in several seminars sponsored by the National Judicial College, spends a considerable amount of time reviewing the cases that are filed in the county court, and educating himself in the areas of law related to the cases, and familiarizing himself with the statutes. The Custer County Court is a part-time court (20%) but Judge Taylor gratuitously devotes himself to his judicial duties every day.

The commission found Judge Taylor to be conscientious, dedicated, and competent.  He possesses a good judicial disposition and continuously works to improve his skills on the bench.
