The Seventeenth Judicial District Commission on Judicial Performance unanimously recommends that Judge Emil A. Rinaldi BE RETAINED.

Judge Rinaldi was appointed to the county court in September 1984. Previously he was an Assistant Adams County Attorney in 1984 and an Adams County Deputy District Attorney from 1981-1984. Judge Rinaldi worked as a VISTA volunteer from 1973-1975 and subsequent to that he worked for the Virgin Islands Division of Mental Health from 1975-1976.

Judge Rinaldi presides over mostly traffic and misdemeanor cases. Responses from survey groups indicate that he demonstrates strong qualities expected of a judge in his knowledge of the law and fairness in his decision making. Comments from attorney and other survey groups indicate that he could improve in the area of temperament. However, comments from the surveys also indicate that he is kind, runs his docket well, and is highly commended as a professional in his position. A strong majority of those responding indicate that Judge Rinaldi should be retained.
