The Seventeenth Judicial District Commission on Judicial Performance unanimously recommends that Judge John E. Popovich BE RETAINED.
Prior to being appointed to the bench in 1987, Judge Popovich’s legal experience included serving as a district court magistrate as well as practicing law as a private practitioner. While Judge Popovich’s bench experience includes presiding over criminal, domestic relations and juvenile cases, he currently presides over civil and probate matters.
In October 2007, Judge Popovich was awarded the American Trial Advocates, Colorado Section 2007 Judicial Excellence Award. The award was given in recognition of Judge Popovich’s diligence, patience, personal integrity and contribution to maintaining honor, courtesy and professionalism within the legal community. Off the bench, Judge Popovich has served his community by teaching at Front Range Community College along with volunteering for numerous community organizations.
In combination with weighing Judge Popovich’s legal experience and his dedication to the community, the Commission interviewed Judge Popovich, reviewed submissions of sample rulings issued from the bench, made courtroom observations and reviewed written evaluations completed by attorneys and non-attorneys evaluating Judge Popovich. Both attorneys and non-attorneys gave Judge Popovich strong evaluations in all areas of the evaluation survey.
Attorney questionnaires reviewed by the Commission demonstrated that Judge Popovich received an overall rating of 3.6, on a scale of 4.0, as compared to an overall 3.4 rating for all other district judges who were rated by attorneys. Of the attorney responses received, 88% strongly recommended Judge Popovich’s retention. None of the attorney responses received recommended against retaining Judge Popovich. Likewise, non-attorney questionnaires reviewed by the Commission demonstrated that Judge Popovich received an overall rating of 3.8, on a scale of 4.0, as compared to an overall 3.6 rating for all other district judges who were rated by non-attorneys. Of the non-attorney responses received, 98% strongly recommended retention. None of the non-attorney responses received recommended against retaining Judge Popovich. The Commission unanimously recommends RETENTION of Judge John Popovich.
