The Twenty-Second Judicial District Commission on Judicial Performance unanimously recommends that Judge Todd Jay Plewe BE RETAINED.
Judge Plewe was appointed to the District Court bench for the Twenty-Second Judicial District in 2010. Prior to his appointment to the District Court, Judge Plewe served as the Montezuma County Court Judge from 2002 through 2010. Judge Plewe received his undergraduate degree from Brigham Young University and his Juris Doctorate from the University of Colorado School of Law in 1997. Judge Plewe is actively involved in the community by voluntarily coaching youth sports, speaking at local schools, is a frequent presenter at Leadership Montezuma and is a leader in his church. Judge Plewe participates in meetings of the Violence Prevention Coalition, SB94, and Juvenile Service Committee (JSPC). Judge Plewe is the co-chair of the Office of Dispute Resolution Advisory Committee. Judge Plewe is also actively involved in the Twenty-Second Judicial District Drug Court.
The Commission reviewed the results of surveys, reviewed the self-evaluation of Judge Plewe, conducted unannounced courtroom observation, reviewed caseload statistics, and conducted an interview with Judge Plewe prior to making the recommendation for retention. One of the items the Commission would like to note is that one survey respondent recommended Judge Plewe visit one of the state prisons to aid in making sentencing decisions. Judge Plewe through his own self initiative visited the State Penitentiary in Canon City, Colorado. Judge Plewe has attended the Colorado Judicial Conference annually and continues to seek out opportunities for continuing education. Judge Plewe plans to
concentrate on increasing his civil law education in the near future. Judge Plewe scored an overall combined average of a 3.28 on a 4 point scale in the survey.
Of all attorneys surveyed about retention, 84% recommended to retain, 8%, not to retain, and 8% were undecided or didn’t have enough information to make a recommendation. Of those expressing an opinion to retain or not to retain, 92% recommended to retain and 8% recommended not to retain. Of all non-attorneys surveyed, 77% recommended to retain, 17% not to retain, and 6% undecided or didn’t have enough information to make a recommendation. Of those expressing an opinion to retain or not to retain, 82% recommended to retain and 18% recommended not to retain.
